Family Services Supervisor

JOB SUMMARY:
Responsible for providing a full-range of supervisory and staff functions for the Family Services component of the CINHS program. The Family Services Specialist will lead the Family Services team and ensure all family and community partnerships are well coordinated and maintained.
ESSENTIAL JOB FUNCTIONS:
1. Supervises the Family Advocates and the E.R.S.E.A. Specialist.
• Establishes work schedules and adjusts as necessary.
• Provides on-going feedback to employees concerning performance and conducts periodic performance reviews.
• Implements training and professional development plans for staff and volunteers.
• Ensures staff is competent in the delivery of direct service needs for Head Start children and families members.
• Provides an atmosphere that develops positive self-esteem and pride by incorporating Native culture and heritage into daily activities.
• Assures that all relevant documentation is received for each employee and is maintained in the appropriate personnel or confidential employee file to meet licensing and funding requirements.
• Administers human resources policies and procedures including recruitment and selection, compensation, and performance management.
• Participates in developing program goals and objectives in alignment with corporate goals and objectives.
• Responsibility to maintain full child enrollment.
2. Assists with development of Family Services component work plan.
• Coordinates and monitors the work plans to ensure compliance with HS performance standards and accomplishment of program objectives.
• Completes all assigned paperwork and reports in a timely manner.
• Assists in preparation of budget and recommends allocation of funds for supplies, equipment, training, and other necessary expenses within assigned component.
3. Facilitates parent and community involvement and utilizes community resources as appropriate in the assigned component.
• Serves as a liaison between community organizations and CINHS to form partnerships and assist in developing and maintaining appropriate MOA’s.
• Coordinates meetings, appointments, interviews, and staffing related to the assigned component.
• Provides culturally relevant opportunities for families enrolled in the program.
• Provides training for parents and parent volunteers appropriate to their participation in the program.
4. Functions as a member of the Head Start team by attending staff meetings, attending training sessions, participating in planning and problem solving sessions, and being flexible to fill in other areas to best serve the programs.
• Coordinates activities of assigned component with other staff in order to provide comprehensive services to clients.
• Works with the Policy Council as appropriate to fulfill obligations of assigned component.
• Administers all CINHS policies and procedures in a fair, equitable, and timely manner. This would include policies and procedures related to finance, human resources, risk management/safety, and other relevant policies and procedures established by CINHS.
• Provides coverage for those supervised during periods of short staffing.
NECESSARY SKILLS AND KNOWLEDGE:
• Must be familiar with Alaska Native/American Indian heritage and culture and must be able to serve and effectively communicate with the children and families enrolled in the CINHS program.
• Proficiency in the use of appropriate computer based software.
• Physically and mentally capable of working with young children and their families.
• Ability to communicate effectively both orally and in writing.
• Ability to work effectively in a team environment.
• Knowledge and skill necessary to provide care appropriate to the age of the clients served in his/her assigned program component.
• Knowledge and skill in staff education and implementing exceptional customer service practices.
• Skill and capability to work with budgets.
• Must maintain confidentiality and have knowledge of the 1974 Privacy Act.
• Ability to perform job with minimum supervision.
• Demonstrated ability to supervise employees.
• Ability to do grant research and writing.
• Knowledge and skill of teaching and implementing exceptional customer services standards.
• Must demonstrate above average skills in personnel and program management.
• Ability to develop and implement new programs.
• Ability to assess and measure program success.
• Knowledge and ability to facilitate large scale projects.
• Ability to maintain quality safety and infection control standards.
QUALIFICATIONS:
• BA or BS in Social Work or a related Family/Health Services field; or equivalent training and experience.
• One (1) year of supervisory or work coordination experience in a related field.
• Two (2) years of Head Start experience preferred.
• Current Alaska driver’s license. Must be at least 21 years old with a clean driving record.
• CPR/First Aid certification within six (6) months of hire.
• Must successfully complete TB and hepatitis screening exams and any required vaccinations.
• Must be able to pass a criminal background check as required by state and federal law.
WORK ENVIRONMENT:
The work involves considerable sitting, standing, walking, bending, and lifting on a daily basis. Must be able to respond when needed by prompt appearance at a required location. Must be able to work under physically and emotionally stressed conditions. The employee is frequently exposed to communicable diseases. Safety precautions for employees such as blood drawing for screening of various diseases such as hepatitis, required immunizations, etc. are necessary. The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled patients and/or family members. Travel may be required. Will be required to work some holidays, evenings, weekends and nights.
